Policies and Guidelines

The Evaluation Office develops the policy, related guidelines and administrative procedures for monitoring and evaluation in the GEF. The policy and guidelines help project managers and Agency and GEF Secretariat staff plan and conduct monitoring and evaluation.

The GEF Monitoring and Evaluation Policy [French Spanish] provides norms and standards for the GEF Secretariat and the GEF Evaluation Office. The Policy:

  • Explains the concept, role, and use of monitoring and evaluation within the GEF
  • Establishes minimum requirements for how projects should be monitored and evaluated in line with international standards
  • Assigns roles and responsibilities for these tasks

The Implementing and Executing Agencies plan their project M&E, in line with their own systems and procedures, based on these minimum requirements. See links to agency websites for guidance on project level monitoring and evaluation.

The M&E Policy is based on and a further development of the "Terms of Reference for an Independent Monitoring and Evaluation Unit" dated July 29, 2003, which have been approved by the GEF Council.
