Pipeline

The GEF Pipeline lists all regular projects under preparation that have been reviewed and cleared by the Secretariat for GEF eligibility. Projects in the pipeline are in Phase I, "Project Preparation," of the GEF Project Cycle. Because Medium Sized Projects and Enabling Activities are not subject to an extensive preparation period nor do they require an eligibility review by the Secretariat prior to being submitted for CEO approval, they are not included in the Pipeline.

Project Requirements

All projects presented for approval must be country-driven and have the endorsement of the operational focal point. Accordingly, the Secretariat expects that concepts presented for the pipeline emerge from discussions between the agency and the country. However, as these projects are at a very early stage of development, there is no formal requirement at this conceptual stage for an endorsement unless there is an accompanying request for PDF resources (for which an endorsement is always required).

Project Review

An implementing agency (or one of the partner regional development banks) is responsible for preparing the Project Concept Document that describes the proposal in sufficient detail for eligibility review. The Secretariat reviews each proposal on the basis of project review criteria that include:

  • Country ownership (including eligibility, country-drivenness, and endorsement where relevant)
  • Program and policy conformity (including a conceptual project design, the incremental nature of the activity, and stakeholder identification)
  • Financing plan
  • Institutional coordination and support (including Implementing Agency core commitments, linkages, coordination, and collaboration issues)
