Accreditation

The Instrument for the Establishment of the Restructured GEF provides that each Participant State may appoint one Representative and one Alternate to the Assembly in such a manner as it may determine. A Participant State may also appoint Advisors. Each government is therefore invited to nominate its Representative, Alternate, and advisors who will attend the meeting.

Governments should submit to the GEF Secretariat a letter signed by a senior official indicating the members of their delegation. The letter should be faxed or e-mailed to the GEF, attention GEF Assembly, +1 (202) 522-3240 or e-mail: assembly@theGEF.org, and should indicate the name and title of each member of the delegation, as well as if he/she will be Representative, Alternate, or Advisor. Please also indicate which representative/s are to be financed by the GEF (see section on financial assistance).

Credentials

Paragraph 6 of the Rules of Procedure for the GEF Assembly provides: "The credentials of Representatives and the names of Alternates and Advisors shall be submitted to the CEO not less than three days before the first session they are to attend. The Bureau shall examine the credentials and submit a report thereon to the Assembly."

Participants are requested to submit to the Secretariat as early as possible, but not less than three days before the first session of the Third GEF Assembly, the credentials of their Representatives and the names of Alternates and Advisors.

Credentials shall be issued either by the Head of State or Government or by an appropriate Minister. Credentials submitted by August 18, 2006 should be sent to the GEF Secretariat (by fax: 1 202 522 3240/45, attention: GEF Assembly Secretariat, or by e-mail: assembly@thegef.org). Credentials submitted after that date should be submitted to the registration desk at the Cape Town International Convention Centre. If a delegation submits credentials prior to the meeting by e-mail or fax, it should submit the original upon registration. Submission of credentials prior to the meeting will greatly facilitate clearance by the Bureau of the Assembly. Credentials will be reviewed by the Bureau of the Assembly, which will submit a report thereon to the Assembly.

NGO Accreditation

Only representatives of accredited NGOs may observe the Assembly. NGOs seeking accreditation to the GEF in order to attend the Assembly should contact Mr. Alaa Sarhan, Country Relations Officer/ NGO Coordinator, at the GEF Secretariat (Fax: +1 202 522-3240; Telephone: +1 202 473-7122; e-mail: asarhan@thegef.org) by July 28, 2006 if they wish to be accredited in time for the Assembly.

Media Accreditation

Journalists who wish to be accredited to the Third GEF Assembly should contact Mr. Sarwat Hussain, Senior Communications Officer, at the GEF Secretariat by August 15, 2006  (fax: +1 (202) 522-3240; telephone: +1 (202) 473-5690; e-mail: shussain@thegef.org) and Ms. Cynthia Case McMahon, Communications Officer (fax: +1 (202) 522-3240; telephone: +1 (202) 473-6287; e-mail ccase@worldbank.org).  Accreditation criteria are the same as used by the United Nations and journalists, including from online media, may be required to submit proof of their media affiliations.
