The development challenge is to overcome a sectorial context that encompasses a series of economic, social, technological and political gaps that delay the national capacity of Mongolia to address the significant environmental impacts of the fashion sector, specifically, to eliminate harmful/hazardous chemicals and toxic waste of highest impact in the supply chain, under an environmentally sound management approach.

The ToC analysis carried out at the PPG stage has distinguished three different levels of causes for eliminating hazardous chemicals from supply chains within the framework of national and international guidelines on chemical substances and hazardous waste management, i.e.: immediate causes, underlying causes and structural/root causes, which are the drivers to develop the proposed outcomes, outputs and activities presented in Section IV of the Mongolia ProDoc.
