The development challenge is to overcome a sectorial context that encompasses a series of economic, social, technological, and political gaps that delay the national capacity in Ecuador to address the significant environmental impacts of the construction and textile sectors, specifically, to eliminate harmful/hazardous chemicals and toxic waste of highest impact in supply chains, under an environmentally sound management approach.

The ToC analysis carried out at the PPG stage has distinguished three different levels of causes for eliminating hazardous chemicals from supply chains within the framework of national and international guidelines on chemical substances and hazardous waste management, i.e.: immediate causes, underlying causes and structural/root causes, which are the drivers to develop the proposed outcomes, outputs and activities presented in Section IV of the Ecuador ProDoc.
