Finalization of the Action Plan on the Environment Component of the New Partnership for Africa's Development
The overall objectives of the action plan are to complement relevant African processes, including the work programme of the revitalized AMCEN, with a view of improving environmental conditions in Africa in order to contribute to the achievement of economic growth and poverty eradication. It will also build Africa’s capacity to implement regional and international environmental agreements and to effectively address the African environmental challenges in the overall context of the implementation of NEPAD.

The health sector is a major source of dioxins and mercury in the global environment primarily as a result of medical waste incineration and the breakage and improper disposal of mercury-containing devices such as thermometers and sphygmomanometers. This Project is designed to assist the participating countries in developing and sustaining best practices in a way that is both locally appropriate and globally replicable.
Strengthening the Network of Training Centers for Protected Area Management through Demonstration of a Tested Approach
Protected areas remain the critical foundation of biodiversity conservation, and as such, they will continue to be supported as a major thrust of GEF-3. This project aims to strengthen the sustainability of protected area management through building capacity and disseminating best practices which is consistent with Strategic Pillar I: "Catalyzing Sustainability of Protected Areas" and Pillar IV: "Generation and Dissemination of Best Practices for Addressing Current and Emerging Biodiversity Issues".
Integrated Management of Peatlands for Biodiversity and Climate Change: The Potential of Managing Peatlands for Carbon Accumulation While Protecting Biodiversity
This proposed project is a targeted-research-project and will investigate techniques for conserving peatland areas to facilitate carbon accumulation while at the same time maintaining or enhancing their biodiversity. The objective of the project will be to address the capability of peatlands to act as significant carbon deposits, and provide recommendations on how these areas could be managed to ensure this attribute is maintained and even improved while protecting biodiversity.
Development of the Econet for Long-term Conservation of Biodiversity in the Central Asia Ecoregions

To elaborate the scheme of econet development, based on a regionally unified and integrated information management system (GIS), combining existing data on biodiversity and natural resource (at the regional scale), existing system of protected areas, economic development (traditional, recent, planned and probable alternatives), together with newly obtained data through limited targeted research to fill key gaps. 2. FC-1: Fuel Cells Financing Initiative for Distributed Generation Applications (Phase 1)
Promote commercial use of fuel cells in distributed generation applications. Stage 1 starts with three pilot installations, each as a separate stand-alone deal (and separate Council work program submission), to test the financing and business models for distributed generation investments with fuel cells. State 2, which only starts once the industry achieves specified cost reduction milestones, provides an umbrella financing program for scaling up the financing and business models piloted in Stage 1. Project $18 mil. Stage 1 and $90-135 mil. Stage 2. GEF $9 mil. Stage 1 and $45 mil.
National Performance Assessment and Subregional Strategic Environment Framework in the Greater Mekong Subregion (GMS)
The proposed project will develop national and subregional environment performance assessment systems in GMS and a Subregional Strategic Environment Framework. It will assist in integrating environmental objectives in subregional, national and local development policies and programs and thereby support sustainable development. The formulation and implementation of environmentally sound development policies will directly or indirectly address global environment concerns, such as climate change, international waters, and biodiversity.
Danube/Black Sea Strategic Partnership - Nutrient Reduction Investment Fund: Tranche 2
1.The GEF World Bank Investment Fund (IF) is the investment arm of the GEF Strategic Partnership on the Black Sea/Danube Basin which also funds two regional projects, one in Black Sea littoral countries and one in the Danube Basin, focusing on capacity building activities. The Fund constitutes a proposed envelope of US$70 million, to be approved by the GEF Council in several tranches, to grant-finance investment projects in the Black Sea/Danube Basin that aim at nutrient reduction. In May 2001, the GEF Council approved the first tranche of the Investment Fund, US$20 million.
Towards a Convention and Action Programme for the Protection of the Caspian Sea Environment
The primary objective of this GEF project is consolidation and preliminary implementation of the SAP of the Caspian Sea. The TDA team identified five Environmental Quality Objectives (EQOs), which represented the region’s long-term vision for the Caspian. Against each EQO a set of targets (with timelines) was then agreed in order to achieve the objective, and for each target a listing of required baseline and incremental interventions was developed.
Geothermal Energy Development Program , GeoFund
The Strategic Partnership for Geothermal Energy Development is designed with the goal to systematically promote the use of geothermal energy in the ECA Region through assistance in barrier removal, provision of financial support, and capacity building. Partners will be the participating countries in the ECA Region, the World Bank and GEF, International Financial Institutions (IFIs) such as EBRD and other financial institutions focusing on ECA Countries, UNDP and UNEP, as well as multilateral and bilateral donors. The Partnership will be open to any of the ECA Countries.
