The project would assist the Government of Cambodia to conserve and sustainable manage biodiversity and its natural resources in one of the world's moist important biodiversity sites. The proposed project concept involves 16 countries: Angola, Benin, Cameroon, Congo, DR of the Congo, Cote d'Ivoire, Gabon, Ghana, Equatorial Guinea, Guinea, Guinea-Bissau, Liberia, Nigeria, Sao Tome and Principe, Sierra Leone, Togo. These countries, according to NOAA's definition, are the littoral states of the Guinea Current LME (GCLME). This proposal represents a follow up action with respect to the Pilot Phase Gulf of Guinea LME project (six countries), which is presently nearing completion.

The project aims to increase the use of biomass energy sources for generating electricity for own consumption and export to the grid. It will promote combustion, gasification and cogeneration technologies using different types of captive and distributed biomass resources for electricity generation. Further, the project will induce investments in the three identified major biomass power sectors: cooperative sugar mills; agro- processors and biomass producers; and distributed or decentralized biomass.
