In direct response to the recent CBD COP7 decision, the project is designed to establish a fast disbursing mechanism to assist eligible countries to undertake country driven early actions in line with the Programme of Work on Protected Areas. The recent Conference of the Parties (COP) of the CBD, at its 7th meeting in Kuala Lumpur, Malaysia in February 2004, adopted an ambitious Programme of Work on Protected Areas (decision VII/28).

The overall objective of the Full Project is to mainstream adapatation to climate change into Integrated Coastal Area Management (ICAM) planning in the participating countries through the development and implementation of pilot adaptation activities in response to shoreline change. This will involve the development of strategies, policies and measures, based on technical/scientific information and appropriate policy instruments. A major preliminary objective will therefore be to pilot adaptation activities in a local to sub-regional context.

The South Africa Grasslands biome is a repository of globally significant biodiversity. Much of the grasslands ecosystem presently lies in production landscapes allocated to livestock production, agriculture (mainly cereals), afforestacion with exotic tree species, and coal mining. In addition, South Africa's largest urban and industrial centre is located within the grasslands. Production activities constitute the main threat to grasslands biodiversity.
