The project will assist the government with developing a policy framework and financing vehicles for renewable energy, including policy development, resource assessment, a national RE fund, regional energy centers, training for policy development, TA for entrepreneurs, TA for local planning and permitting, and small hydro, wind, and biomass demonstration projects. Initial financing design suggests three possible mechanisms for GEF support: contingent grants for pre-feasibility studies, equity investments for RE projects as part of a national RE fund, and performance grants.

This project will provide the additional resources required to demonstrate and ensure that by improving the management of productive landscapes, global conservation targets can be met whilst sustaining benefits to local communities and provincial coffers. This project will improve the capacity and increase the motivation of provincial authorities and local communities to cooperate for biodiversity conservation and sustainable management of natural resources.

Add-on funding will support the Bahamas Environment, Science and Technology (BEST) Commission, obtain national consensus on mechanisms needed to build capacity to manage and conserve biodiversity; expand on its initial participation in the CHM; and prepare a second national report to the CBD.

The main objective of this proposal is to enable the country to fulfil its commitments and obligations as required by Articles 4.1 and 12.1 of the UNFCCC, especially the preparation and the reporting of its initial national communication as required by Article 12.1 (a), (b) and (c) of the Convention based on the recommended COP2 guidelines and format for non-Annex 1 Parties.

Project Development Objective (PDO) is to support the mainstreaming of a multi-stakeholder, integrated management approach to the conservation and sustainable use of freshwater biodiversity (GIBRAH) in public policies and programs in the Brazilian Amazon River Basin. This would in part be achieved through the generation and dissemination of sub-regional experiences that promote and facilitate the implementation of GIBRAH in the whole Amazon Basin.

The project is intended to assist stakeholders in applying species and habitat planning and mamagement techniques in the framework of a conservation plan for sustainable use of biodiversity in the Salar del Huasco.
