Grasses comprise a large and diverse plant group that is probably the most important to mankind, yet has rarely been the focus of biodiversity projects. Another largely neglected group in biodiversity studies is insects and other arthropods, which represent about 70% of the world’s biodiversity. Both figure strongly in agrobiodiversity, as beneficial species (crops and enemies of pests) and as noxious species (weeds and crop pests) that nevertheless may act as reservoirs of beneficial species. Yet species and races of grasses and insects are under threat due to increasing human pressure.

The full GEF project proposal will address the transboundary concerns of the countries bordering the Gulf of Mexico Large Marine Ecosystem. These will be defined in the Transboundary Diagnostic Analysis and prioritised in the Strategic Action Programme (both of which will be completed during the PDF-B intervention). The main objective of this project will be to build the capacity and initiate governmental and institutional arrangements for planning and implementing region-wide efforts to address critical ecosystem and environmental problems in the GOMLME.

The objective of this proposed long-term program is to clean-up Africa from stockpiles of obsolete pesticides, including POPs, and introduce the preventive measures that would ensure sustainability of the operation by preventing the creation of new stockpiles. This would be achieved through a phased program with clearly established criteria for eligible activities and verifiable benchmarks between phases, implemented through a "strategic partnership" similar to the one adopted for the Black Sea-Danube Nutrient Reduction Program.
