The main objective of the national capacity needs assessment is to contribute to the global development objective of Mozambique which is poverty eradication by understanding the linkages of the three pillars of development (social, economic and environmental). Thus the project will identify priorities for addressing global environmental aspects as they relate to national priorities, in particular the three Rio Conventions (UNFCCC, UNCBD and UNCCD).

The objective of the National Capacity Self Assessment is to assess capacity needs and priorities with respect to the global environment and within the context of sustainable development so that Albania can meet the requirements of the Global Environmental Conventions in a coordinated and strategic manner. The NCSA will take into account the Conventions on biodiversity, climate change and land degradation and will focus on cross-cutting issues and synergies between the Conventions.
